Mangalore-based Foradian technology Pvt.Ltd. has made it possible for user to use the symbol by creating a font called Rupee-Foradian.you can download the font from the company blog http://blog.foradian.com.
The person who invented this symbol is Mr."uday kumar".He is basically from Chennai.he a post-graduate student from IIT_Bombay.
